Please see the email below from Eirini Malliaraki from The Alan Turing Institute:
On behalf of the Turing, I am coordinating a response to the House of Commons Science and Technology Committee consultation on "A new UK research funding agency<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fcommittees.parliament.uk%2Fwork%2F265%2Fa-new-uk-research-funding-agency%2Fpublications%2F&data=01%7C01%7C%7C13bea4991530493ccc6608d809689d74%7C4a5378f929f44d3ebe89669d03ada9d8%7C0&sdata=%2BOFRdSDOTwWV0Mw9iJxKeMXElh4jYyePBocqCVxZryc%3D&reserved=0>". The consultation formally inquires into the nature and purpose of a new US ARPA-like agency that would "invest<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fassets.publishing.service.gov.uk%2Fgovernment%2Fuploads%2Fsystem%2Fuploads%2Fattachment_data%2Ffile%2F871799%2FBudget_2020_Web_Accessible_Complete.pdf&data=01%7C01%7C%7C13bea4991530493ccc6608d809689d74%7C4a5378f929f44d3ebe89669d03ada9d8%7C0&sdata=DVUtXhOQXkcWgBkjrgwpt9TfjHtizpcNNcdpfzMm%2FQc%3D&reserved=0> at least £800 million" in blue skies, high-reward research and in UK leadership in artificial intelligence and data.
We would like to include the views of as many researchers as possible from the Turing community.
The public consultation requests feedback on these five questions:
1. What gaps in the current UK research and development system might be addressed by an ARPA style approach?
2. What are the implications of the new funding agency for existing funding bodies and their approach?
3. What should be the focus be of the new research funding agency and how should it be structured?
4. What funding should ARPA receive, and how should it distribute this funding to maximise effectiveness?
5. What can be learned from ARPA equivalents in other countries? What benefits might be gained from basing UK ARPA outside of the 'Golden Triangle' (London, Oxford and Cambridge)
You may address all of them, and we encourage feedback particularly on questions one, two and three.
We welcome any contributions to the Turing's response (up to 300 words for each of the questions outlined in the consultation<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fcommittees.parliament.uk%2Fwork%2F265%2Fa-new-uk-research-funding-agency%2Fpublications%2F&data=01%7C01%7C%7C13bea4991530493ccc6608d809689d74%7C4a5378f929f44d3ebe89669d03ada9d8%7C0&sdata=%2BOFRdSDOTwWV0Mw9iJxKeMXElh4jYyePBocqCVxZryc%3D&reserved=0>). Submissions should be written in an accessible manner with a clearly defined contribution. Any references to relevant projects or work currently underway at the Turing are particularly welcomed. As a previous example of a coordinated consultation response from the Institute, please read the Turing's response<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.turing.ac.uk%2Fsites%2Fdefault%2Ffiles%2F2018-09%2Fresponse_of_the_alan_turing_institute_to_dcms_cdei_consultation.pdf&data=01%7C01%7C%7C13bea4991530493ccc6608d809689d74%7C4a5378f929f44d3ebe89669d03ada9d8%7C0&sdata=MKXh9KRqpPZyrRFZi2Ry3pK1hHaaKtwnv89Y0%2F9j068%3D&reserved=0> to the formation of the Centre of Data Ethics & Innovation.
Please send submissions by EOD Thursday 18th June to me (e<mailto:ashteyn at turing.ac.uk>malliaraki at turing.ac.uk).
If you have any questions, please do not hesitate to reach out.
Kind regards,
