[Turing-Southampton] Turing Institute funding call for data sets and application challenges

Dear colleagues,
In pursuit of its mission, the Alan Turing Institute will be piloting mechanisms to catalyse the impact of data science and artificial intelligence across its university partners.
We are looking for end users (academic or non-academic: industry, 3rd sector, government) or data scientists with access to interesting data sets which could be made the focus of a data study event or an impactful long-term project - funding is available for either.
Through data study events to take place across the UK, selected data owners will be given opportunity and support to form a data science community around their data and kick-start interdisciplinary or translational project collaborations. Please find further details, about events and mechanisms, in the appendix below.

The submissions are reviewed on a rolling basis, and used in planning of a number of data study events in 2019, across the UK, where the local and national research communities will be invited to participate.

The form will ask you to give a high-level description of the data set and associated potential.
You may apply as a "data owner PI" or a "data scientist PI". Eventually, each project should have either, but a "data scientist" need not be included in the initial expression of interest. In case of proprietary data, the (legal) data owner has first priority in determining who fills these roles.

taking place from Feb 2019 onwards.
Selection rounds will be held in staggered sequence between Dec 2018 - Feb 2019, by an interdisciplinary panel across the Turing's partner universities, including local universities' impact event liaison teams. Number and frequency of selection rounds will depend on number and frequency of submissions. The selection process starts with initial longlisting based on the application form, after which a preliminary assessment will be communicated. Longlisted challenges will be shortlisted based on further information requests including a readiness assessment of the data set in direct exchange with the project PI(s). In case of shortlisting, the PI(s) will be contacted within a week of the shortlisting panel session with further instructions (not earlier than Jan 2019 and not later than Mar 2019).

- potential for research excellence and impact for the home university
- potential for research excellence and impact for the UK data science ecosystem
- alignment with one or multiple of the following strategic focus areas: criminal justice; data-centric engineering; data science for science (natural sciences or humanities); health and well-being; urban analytics
- technical constraints in hosting/accessing data set, as described
Shortlisting
- potential for research excellence and impact for the home university
- potential for research excellence and impact for the UK data science ecosystem
- alignment with one or multiple of the following strategic focus areas: data-centric engineering; data science for science (natural sciences or humanities); health and well-being; public policy; urban analytics
- technical constraints in hosting/accessing data set, as apparent
- quality and readiness of the data set, as apparent
- concordance with optimal range of number of challenges for a given focus area, a given event location, and the planned event timelines
Award in case of success (subject to confirmation):
In case of success, and conditional on the data set and/or challenge being ready in compatibility with event timelines, you will be assigned a project slot in one of the data science impact events from Feb 2019 onwards, funded by the Alan Turing Institute, organized by one of its partner universities.
Full participation fees for the event (guidance value 24.000 GBP, may vary by location) are covered towards the event organizing partner university, reasonable travel and lodging expenses for both PIs and up to 3 affiliates will be covered.

A successful award also confers upon the post-event project team - both PIs, leading a community of researchers - first right of refusal eligibility for:
(a) potential data study follow-on funding schemes to be launched in Apr 2019 or later by the Alan Turing Institute's strategic programmes.
(b) funding applications specific to follow-on work, in concordance with the next Turing fellowship application rounds in 2019 and 2020.
Handling of IP and publications:

Impact ownership:
In impact reporting exercises, impact generated directly or indirectly by the data science impact events (and authorship/contribution precedence on outputs, if applicable) should be assigned to, in descending order of priority: the data owner PI, the data scientist PI, the participants who have worked on the data set/challenge, the organizers of the event, the impact liaison of the initial submission's partner university, the Alan Turing Institute.
