[Provenance-Tech] prov-validator and prov-translator

Dear all,

As we have now entered the implementation phase, I thought it may be
useful to make our validator and translator services available to the 
Working
Group.

This is an alpha release and we are looking for friendly
users who can give us constructive feedback.
