[provenance-challenge] pc4 scenario proposals

Hi All,

Thanks to all of you who have submitted scenario proposals for PC4 
(http://twiki.ipaw.info/bin/view/Challenge/FourthProvenanceChallengeCFSP). 
They look really good.

A couple of other people have told me that they have submissions in the 
works. I think it's best to give everyone who wants to an opportunity to 
propose something. Let's move the date back to the end of this week (May 
24).

We also will probably slip the date for the selection of a scenario but 
that doesn't seem too bad as we have a buffer between now and the 
scoping workshop.
