[provenance-challenge] call for votes: change proposals for OPM v1.1 (deadline sept 23rd)

All,

It is now time to vote for the change proposals, so that we can produce 
a first draft of the OPM v1.1 spec, and associated toolkits, in time to 
prepare papers for the special issue.

The procedure is lightweight (and outlined in 
http://twiki.ipaw.info/pub/OPM/WebHome/governance.pdf).
- any member registered on the twiki can vote
- at the end of a change proposal, add your name and indicate yes/no
- vote will complete on September 23rd

Let's be constructive and allow counter proposals to be submitted, when 
appropriate.
