[provenance-challenge] towards opm v1.1

All,

After a successful vote, we have identified changes that we wanted to 
bring to
opm v1.1 (see http://twiki.ipaw.info/bin/view/OPM/WorkInProgressV1pt1).

With the help of Paul and Joe, I have produced an xml schema, and 
adapted the
opm toolbox to convert between xml and rdf.

With comments from Joe, Jim, Paul,  Simon, Paolo, I have drafted 
sections about annotations
and profiles.

I have also updated the specification, trying to take request for 
changes into
account.

Given the deadline for the special issue on opm and provenance 
challenge, it's time
for broadening the discussion to the rest of the community and gathering 
feedback.
All this is work in progress and not final at all.
