[provenance-challenge] Representing collections in OPM -- proposal draft

Hi all,
  attached is the first full draft of the "collections profile", a 
proposal to represent data collections in OPM.

This is an early draft but distributing it now will hopefully promote a 
discussion on day 2 at the OPM challenge meeting next week -- as well as 
an e-mail discussion on this list.
