[provenance-challenge] opm v1.1 specification submitted

The Open Provenance Model, Core Specification (V1.1) was submitted to 
the Special Issue on Using the Open Provenance Model to Address 
Interoperability Challenges (journal Future Generation Computer Systems) 
on 2009-12-2. It incorporates changes discussed and voted on during the 
period July 2009-September 2009). See

changes.

Key changes brought to the specification include:

    * Removal of formal specification
    * Section on annotations
    * Section on profile
    * New presentation of inferences
    * Clarification of Temporal constraints in the presence of
      distributed clocks: introduced Lamport "happened before" relation
    * Revisited examples: Was derived from made explicit
