This already exists. GateKeeper in OS X 10.8 defaults to not running unsigned code - so apps either have to come from the App Store or a registered dev with a certificate to sign the code. As it is, one simply flips a radio button to "Allow All" and we're back to how it was previously - and I don't see that option going away.
