That's the correct setup.
smtp.ecs does not talk on 993 (that's IMAPS for retrieving mail securely 
from an IMAP server, nothing to do with sending mail) or 2525 (that's 
just made up :-)

465 is secure mail from email applications with SSL and authentication, 
which is what you need. Note that 465 was also listed in the default 
ports at which point your email client app should be able to auto-detect it.

P.S. If you do see unreliability in a service, it does help if people 
actually report it. ;-)

P.P.S. A lot of other organisational networks do block outbound VPN 
traffic, as if you use a VPN they can't snoop your traffic.
