But I am guessing that it will stop apps (browsers in particular) opening windows when an update restart happens or when something goes wrong and apps are forced quit.

In fact, I do want windows restored when I quit and re-open an app, so I left that ticked.
It is "restored" that I want.
What I don't want is windows that were closed before quitting to be re-opened - this is just plain wrong.
