Go into the account settings for your Exchange account on your iPhone 
and there are 3 settings on it, where you pick whether you use Exchange 
for Mail, Contacts and/or Calendar. You get shown this immediately after 
you put in your username and password in the Add Account wizard on your 
iPhone. I believe that, if you have Contacts switched on, then at this 
point it even warns you that it is about to overwrite your Contacts, 
doesn't it?

You only have 18 contacts or thereabouts on your Exchange account (and 
those appear to be deleted), so they must be stored elsewhere. Are they 
in the Apple address book on your Mac? If so, then you can merge those 
into your Exchange contacts with Outlook, using Preferences / Sync 
Services. That's what you ideally want to do, as it then keeps them all 
in sync with each other for you.

If you have no other copy (on MobileMe or a Mac or anything) of your 
Contacts, and your contacts weren't stored on the Exchange server, then 
restore your iPhone to its previous backup, then when you create the 
Exchange account this time set it to *not* use Exchange for your 
contacts when you first create the account, as described in the 1st 
paragraph above.
