Neil,
I chatted to O2 a while ago regarding this and they said that the iPhone/iPad plans are Apple led and much cheaper than other offerings, e.g. if you wanted pay-as-you-go you would be paying about £1 per megabyte which is a lot more expensive than the iPad plans.
I believe that if you want this for the iPad you can get it however you would have to ring them and be very persuasive.
Basically the message is buy a £10 plan and make sure you use 10Mb. The benefit with these plans is that you get the unlimited WiFi as well.
