Well yes, that's because they aren't ready to sell the bolt-ons at £10/GB until then... what's not been said is what the charge is if you go over quota after that time.
As Dave T has said though, I assume there will be apps you can run to monitor monthly data live and cut yourself off if you get close.
O2 have also removed free MMS now (20p per message on all plans).
