It's always worked fine for me, I connect to it over the weekends from 
home quite often.
The URL at the end of the procureweb.co.uk chain of links is here:
     http://store.apple.com/uk_edu_5000790/
It's quite possible that link doesn't do any IP address checking at all, 
just all the procureweb pages that are the normal route to it.
