I get the same issues in 10.4 (yes, 4). On a regular basis now, resuming
from sleep has a chance of breaking networking such that the menu bar
(containing the wireless icon) jams in hypowheel territory, and any
application that touches networking follows suit. This is the same kind
of "jammed" that I've complained about before (possibly not here), where
kill -9 signals *don't work*.
Note that this machine has never "suffered" an OS upgrade, other than
the System Update security patches, so I'm not sure blame can be pointed
at to upgrade installs vs. simply Windows 98-style degredation over time.
