I am reliably informed by one of my luckier friends that you do get this speed if you live close enough to see the exchange from your front room :P

You're probably correct there, afaik all cables from the exchange to your house are the province of some BT department.
Most ISPs have their own equipment in popular exchanges these days, the following website will tell you more than you could ever want to know about your exchange.
