I'm guessing that 'True' push would work at a much lower level than  
that, the carriers could actively send out notifications from their  
cell towers in some mobile-phone specific message protocol, like how  
networks tell your phone that you have a voicemail waiting.

TCP/IP is probably how the iPhone has done it.
I think blackberries have some server backend to do this, though I  
can't remember where i got that impression from.

I don't really have much of a leg to stand on here either, to be honest.
