Why would UNESCO work with a vendor of repository software to evaluate repository software or to develop open access promotional materials?

<div>If this is what is happening, it is problematic. It may be appropriate to involve a commercial company to conduct evaluations and develop promotional material, but not a company that stands to benefit from how the outcome is analyzed and presented.</div>
