<DIV>As you may be aware of, a law is under scrutiny now in France with two
articles concerning scientific publications.</DIV>
<DIV>One is about open access and the right for authors to deposit their
papers in a an OA repository (very similar to the German law), the second
one about TDM rights (very similar to the English law).</DIV>
<DIV>The French law has been adopted by the « Assemblée
Nationale » (lower chamber) and is now in the hands of the
« Sénat » (higher chamber).</DIV>
<DIV>Lobbying by some publishers endangers a proper voting in the
Sénat.</DIV>
<DIV>An opinion column signed by 33 top level scientists, including 3 Nobel
price and a Fields medal laureates, has been published in « <A
href="http://www.lemonde.fr/sciences/article/2016/03/07/pour-une-science-ouverte-a-tous_4878011_1650684.html?xtmc=pour_une_science_ouverte_a_tous&xtcr=4"
target=_blank>Le Monde</A> » early this month.</DIV>
<DIV>The decision has been taken to turn this column into a petition to be
addressed to Thierry Mandon, Junior Minister for Higher Education and

et tous,<BR><BR>Constatant le poids politique d'un très petit nombre
d'éditeurs privés et leur activisme contre la loi auprès des cabinets
(Recherche, Education, Culture, Premier Ministre, Elysée), nous avons
décidé, avec les co-auteurs de la tribune parue dans <EM>Le Monde </EM>le 7
mars dernier, de la transformer en pétition sur Change.org, afin de
collecter la signature des "chercheurs de terrain". Notre objectif est
d'atteindre plusieurs milliers de signatures avant le vote de la
loi.<BR><BR><A
