the “B” declarations on Open Access, we should add the “Salvador de Bahía Declaration
on Open Access: the developing world perspective”, a Declaration promoted by
SciELO in 2005 which urges governments to make Open Access a high priority in
their scholary development policies. These include:</span></p>
