Kuchma, </b><span style="font-family:Calibri,sans-serif;font-size:11pt;text-align:justify">Ukraine ( together with the
recognition of </span><b style="font-family:Calibri,sans-serif;font-size:11pt;text-align:justify">Susan Veldsma) </b><span style="font-family:Calibri,sans-serif;font-size:11pt;text-align:justify">as this year's recipient.</span><br>

for such a sterling effort done over the years, for some of us who have really
seen on the ground her efforts (through eifl) both from <i>OA Gold</i> and <i>OA Green</i>
related projects, are left with no doubt but to say that she has distinguished
herself within the Open Access area very well. I quote the announcement which

and the <b><i>Green</i></b> route cannot exist independently of each other and also
that an enabling environment for Open Access is needed such as <i>favourable policy framework</i>, <i>favourable copyright regimes</i>, <i>FOSS tools</i>, <i>OA advocacy</i> and <i>capacity building
efforts , </i>all these at grassroots level, national level and also at
international level (such as advocacy at the World Intellectual Property
Organization (WIPO). Surely any programmes evaluator would love to evaluate the
impact of such brilliant results. </span></p>

<span lang="EN-GB" style="font-size:11.0pt;line-height:115%;font-family:"Calibri","sans-serif"">Once more congratulations and indeed your model
in the open access is indeed a torch bearer and a model especially for those
with an international outlook. It’s amazing how spreading efforts so thin on
all aspects of OA can scoop such astounding results , that’s surely maximising
