<DIV>I agree with Stevan’s recognition of the research-friendly policies
practised by APS over many years. As a member of APS’ Library Committee in the
pre-OA world I found that they were the only publisher to be completely open
about their budgets and very modest surpluses on subscriptions. I do not know
how we can persuade more publishers to be like APS but I do know that if we
could perform that miracle, we would not be in the difficult situation we face
today either on OA policies or on subscriptions.</DIV>

<DIV>1. The APS was the world's first "Green" publisher -- meaning APS</DIV>
<DIV>formally recognized and endorsed its authors' right to self-archive</DIV>
<DIV>their peer-reviewed papers in an Open Access repository,</DIV>
<DIV>immediately upon acceptance for publication.</DIV>

<DIV>5. The APS never back-pedalled from its Green OA policy.</DIV>

<DIV>6. The APS also offered hybrid Gold-CC-BY for a fee, for those</DIV>
<DIV>authors who needed and wanted it. (This is a perfectly </DIV>
<DIV>reasonable special case of hybrid Gold OA at this early stage</DIV>
<DIV>of global OA.)</DIV>
<DIV> </DIV>
<DIV>7. All but one of APS's High Energy Physics journals have</DIV>
<DIV>also joined the SOAP3 consortium (which is in fact beyond</DIV>
<DIV>the call of duty!)</DIV>

<DIV>8. The APS is a Learned Society, and never invoked</DIV>
<DIV>the need to ensure funding for its "good works" as an</DIV>
<DIV>excuse for opposing OA. </DIV>

<DIV>All publishers can and will adapt to OA. But the ones that keep</DIV>
<DIV>trying to delay and obstruct it will not only have retarded </DIV>
<DIV>research progress, but will also have left a permanent and</DIV>
<DIV>shameful blemish on their historical record -- the very record</DIV>
<DIV>that publishing is dedicated to providing and preserving.</DIV>
