I wouldn't be giving it all this time and attention if I didn't think the potential perverse effects of the policy, if uncorrected, were so pernicious for OA worldwide. <br>

The flaw in the policy is easily fixed, but it does need to be fixed -- and promptly, and prominently -- before it has the chance to do the damage it is poised to do.<br>
