<p class="MsoNormal"><span lang="EN-US">Based on a
survey and report on <a href="http://www.unesco.org/new/en/communication-and-information/portals-and-platforms/goap/access-by-region/latin-america-and-the-caribbean/" target="_blank">OA
in Latin America and the Caribbean</a> I have prepared this year for the <span> </span><a href="http://www.unesco.org/new/en/communication-and-information/portals-and-platforms/goap/access-by-region/latin-america-and-the-caribbean/" target="_blank">UNESCO-GOAP
Global Open Access Portal</a>, I would mention as 2011 promising
OA strategies in our region, the following: <span> </span>1) OA <a href="http://www.unlp.edu.ar/uploads/docs/con_sup_junio_2011anteproyecto_de_ley_de_repositorios.pdf" target="_blank">bill
introduced in Congress in Argentina</a> and <a href="http://kuramoto.files.wordpress.com/2011/07/pls387_2011.pdf" target="_blank"><span> </span>in Brazil</a> (reintroduced), still in debate
in both cases, requiring the creation of institutional repositories and
mandating deposit of publicly funded research results; 2) consolidation of a
model of gold OA journals at no cost for authors and for end users, supported
by research funds as the previous printed version, and gathered in OA journal
portals as <a href="http://www.scielo.org/php/index.php?lang=en" target="_blank">SciELO</a>
(907 journals) and <a href="http://www.redalyc.org/" target="_blank">Redalyc</a> (758 journals)
that charge no costs to provide support and indicators for journal editors and
funding agencies; and 3) a <a href="http://www.redclara.net/index.php?option=com_content&view=article&id=533&Itemid=504&lang=en" target="_blank">regional
cooperation initiative among institutional repositories </a>that now requires,
for countries who want to participate, the creation of national institutional
repositories systems, thus promoting networking, coordination and

The migration from AmSci to GOALis now complete, and appears to have<br>
been successful, so many thanks to Stevan for overseeing the transition.<br>

Now is surely also a good moment to thank Stevan for moderating AmSci<br>
with such energy for the past thirteen years, and indeed for his<br>
constant and assiduous advocacy for OA in general. I fully concur with<br>
Tony Hey’s comment of yesterday: “I think that Stevan must take some<br>
credit from the UK Government's decision to insist on open access to<br>
publications and data ... Well done Stevan and thanks for all your<br>
tireless proselytizing on behalf of open access!”<br>

Meanwhile, with the end of the year fast approaching, what better time<br>
to look back at the last twelve months, and forward to the next.As list<br>
members will know, GOAL is intended to be a Forum devoted to practical<br>
policies and strategies for accelerating the growth of OA. I wonder,<br>
therefore, if anyone would like to share their thoughts on what policies<br>
and strategies they feel have been effective or promising in 2011, and<br>
how; and what they propose or foresee for2012 and why.<br>
