It is a great strategic mistake -- and a substantial waste of scarce research funds in exchange for a negligible amount of Open Access -- for an institution or organization to commit to funding gold open access publishing charges for articles published in gold open access journals <i>unless it first mandates green open access self-archiving of <u>all </u>articles (</i>regardless of whether they are published in OA or non-OA journals).
