[GOAL] Why should Indian libraries join COAR?

A senior librarian and an avid promoter of open access, esp. through
institutional repositories, DOES NOT AGREE that India (Indian repositories)
should join COAR. He asks, what will we achieve by joining COAR and how
could COAR help Indian repositories.
