[GOAL] Introducing the new Sherpa Romeo and Sherpa Fact websites

The Jisc open access team is delighted to announce the release of the latest version of Sherpa Romeo<https://v2.sherpa.ac.uk/romeo>, which is launched alongside a new version of Sherpa Fact<https://v2.sherpa.ac.uk/fact>.

We have made major improvements that enhance the overall usability of our systems and give our services more agility for the future.
