The late lamented creator of the SCI and, incidentally, the spin off 
methods of measurements, was consistently critical of the misuses that 
had crept in. Gene Garfield pointed out many times that the "score" of 
citations was not a valid measure of quality. The idea of the s-index 
perpetuates the practise, with some minor modification.
