I think this is very important for those who believe in universal access to
the scientific literature and its re-use without restriction.  The
disturbing picture is that those with money and lawyers can "ignore" the
details of copyright law, while individual scholars who are using the
literature are disadvantaged by formally having to comply with copyright
(which if broken is a legal offence).

I hope you can get a statement from Wellcome Trust to bring to this list.
