[GOAL] BLOG: Whose money is it anyway? Managing offset agreements

After receiving considerable positive feedback on our blogpost on how Cambridge has been spending our RCUK Block Grant  - https://unlockingresearch.blog.lib.cam.ac.uk/?p=1463 we have just published a further blog discussing offset agreements.

"Whose money is it anyway? Managing offset agreements" https://unlockingresearch.blog.lib.cam.ac.uk/?p=1458 went live today. The blog discusses what offsets are, how different kinds of offsets work and what different research institutions are doing with their offset refunds.
