The Commonwealth of Learning (COL) is conducting a global survey of
Stakeholders of Open Educational Resources (OER) to prepare a World Report
on OER to be presented at the 2nd World OER Congress to be organised by the
UNESCO and Government of Slovenia from September 18-20, 2017 in Ljubljana,
