Following QOAM now since the beginning I can assure you that QOAM is pretty legitimate. See about here: https://www.qoam.eu/organisation <https://www.qoam.eu/organisation>

I guess they are sending proactively mails, because this fantastic initiative have been ignored by many in the past. Obviously discussing the problem of predatory journals has been more attractive, than contributing to the solution.
