Dear Sridhar,

In your arguments about the IF it may be of interest to mention the need to
“protect excellence in locally relevant research” (art.3 of the Leiden
Manifesto
<http://www.nature.com/news/bibliometrics-the-leiden-manifesto-for-research-metrics-1.17351>
)

If the 344 journals from India included in DOAJ reasonably represent OA
quality journals from India, and DOAJ ambassadors can help missing OA
quality journals from India comply with DOAJ requirements so as to be
accepted in DOAJ, then it seems to me to be a very good recommendation to
consider DOAJ when preparing the national list of OA journals from India to
be considered by authors when publishing in OA journals from India.

kind regards,

Dominique
