Any effects of restrictions seem to be limited to commercial sites aggregating copyrighted material - but then copyrighted material by definition has restrictions of use, subject to whatever licences may be granted.
Open Access - material that explicitly grants a licence to reuse (and link) content - is not going to be, and can’t be, affected.
The most likely outcome of this bill is make text and data mining of copyrighted material easier for research purposes.
