[GOAL] A note about the APC data in DOAJ

Since we upgraded the site in April, there have been a few questions about
the APC data being displayed in DOAJ. I have written a blog post that
hopefully clarifies what is now being displayed and will go some way to
bridge the gap between the old and new data:
