Indeed, the majority of open access journals, 64% of the journals listed in DOAJ as of today, do not have article processing charges.
Details can be found through a DOAJ Advanced Search, expanding the Publication Charges section which reveals that of the 10,050 journals listed in DOAJ:
No charges 6,444
Has charges 3,064
Conditional charges 28
Our recent research suggests that of the journals with publication charges, a large majority have variations in pricing. This suggests that the "has charges" category could be overstated and the conditional charges understated.

WIth respect to the OA APC model, whether funds are available to pay such charges is an important matter in need of research. Burchardt's study is a welcome addition. Even for someone like me, with the good fortune to have a permanent academic position and research funding, paying APCs is a problem. Any money that goes from my research funds to APCs comes out of money needed to actually do the research, hire research assistants, travel to do research or attend conferences, etc. My perspective is that there is considerable profit in the current subscription publishing system, and this is the funding that needs to be transitioned towards support for open access.

A side effect of the gold Open Access model is that research is not published if researchers cannot pay the publication charge. A study published today examines the nature of this phenomenon, its extent, and implications.
The study places a special focus on authors who are not affiliated with a research institution (unemployed scientists, students, as well as retired and private employees). Paying the APC is a problem for others too. Grants from publishers exist, but they are small and too uncertain to ensure that research is published optimally. A large amount of valuable research risks not being published if this publishing model dominates without alternatives or countermeasures.
