This isn’t especially new, at least in some fields (e.g. economics). Here’s a short report I did for Knowledge Exchange a few years back that has some examples: http://www.knowledge-exchange.info/Default.aspx?ID=413

There’s actually a respectable case for splitting charges in submission and publication charges, but publishers don’t want to “go first” because they fear disadvantage in competing for authors
