Due to our concern because of renewed lobby from commercial publishers in several countries of Latin America, and other developing regions with whom CLACSO has South-South research programs, we have sent the following message in Spanish to CLACSO´s mailing list of 45.000 addresses in 25 countries. I add first a translation to English.

FOR NON-COMMERCIAL OPEN ACCESS TO SCIENTIFIC OUTPUT

CLACSO supports open access to knowledge managed by the scholarly community

In Latin America and the Caribbean, two thirds of research is publicly funded. However, access to the results of that research is hampered by limitations in traditional scholarly communication systems. CLACSO partners with universities and governments in the region in the promotion and development of strategies and initiatives that provide open access to research results in the region. CLACSO has developed its digital repository that receives 850,000 monthly requests, and works together with the regional initiatives Latindex, Redalyc, SciELO, La Referencia, and with institutional repositories and university journal portals, to give visibility to research output from the region. All these initiatives are non-commercial and managed by the scholarly community.

CLACSO promotes open access to knowledge as a commons.  In a region where open access initiatives are managed with cooperative and inclusive models, we see with great concern proposals from international commercial publishers to manage open access of Latin American journals.

CLACSO renews its support to the non-commercial institutional and regional scholarly initiatives mentioned above to give visibility and open access to research output from Latin America and the Caribbean, and hopes that governments in the region will continue giving their full support to strengthen these initiatives.

POR UN ACCESO ABIERTO NO COMERCIAL A LA PRODUCCIÓN CIENTÍFICA 

CLACSO apoya el acceso abierto al conocimiento gestionado por la comunidad científica y académica, frente a los avances de propuestas comerciales

En América Latina y el Caribe, dos tercios de la investigación es financiada con fondos públicos. Sin embargo, el acceso a los resultados de esa investigación se ve dificultado por limitaciones en los sistemas tradicionales de comunicaciones académicas y científicas. CLACSO acompaña a las universidades y los gobiernos de la región en la promoción y el desarrollo de estrategias e iniciativas que brinden acceso libre y gratuito vía Internet a los resultados de las investigaciones en la región. Es así como CLACSO ha desarrollado su repositorio digital que hoy recibe más de 850.000 solicitudes por mes, y trabaja en equipo con Latindex, Redalyc, SciELO, La Referencia, y con los repositorios digitales institucionales y los portales universitarios de revistas, para dar visibilidad a la producción de la región. Son todas iniciativas gestionadas en el ámbito académico-científico sin fines comerciales.

CLACSO promueve un modelo de acceso abierto al conocimiento como un bien común. Frente a estas iniciativas latinoamericanas de gestión del acceso abierto en forma cooperativa y solidaria, vemos, con gran preocupación, el avance de propuestas de editoriales comerciales internacionales para gestionar el acceso abierto de las revistas latinoamericanas.

CLACSO renueva su apoyo a las iniciativas académicas institucionales y regionales mencionadas para dar visibilidad y acceso abierto a la producción científicas y académica de América Latina y el Caribe, y espera que los gobiernos de la región brinden todo su apoyo para fortalecer estas iniciativas frente a las propuestas comerciales que se presentan a la región.
