[GOAL] Re: The prevalence of Open Access publication fees

Dear Ulrich,

as you have reported, the DOAJ csv export seems not to be up-to-date. 
Because DOAJ data are absolutely crucial, we decided to work with a 
local copy of the DOAJ journal master list, used for OA monitoring 
activities at Bielefeld University Library [1].

Form our point of view, it is also interesting to raise transparency 
regarding the market of author processing charges (APCs), that´s why our 
master list also contains data on publication fees. We suggest, that 
publication funds and libraries start to release datasets on APCs paid 
by article in order to support a moderate development of the evolving 
fee-based Open Access market. Bielefeld University Library follows the 
example of the "Wellcome Trust Article Processing Charges by Article 
2012/13" dataset < http://dx.doi.org/10.6084/m9.figshare.964812 > and 
publishs its payments made in 2012 and 2013 under an Open Database 
Licence [2]. For full documentation, see [3].

If you know projects or activities that collect information on paid APCs 
by article, we would be very happy to contribute to any of those 
initiatives.
