There is a reaction from an Elsevier spokesman/woman quoted in the Dutch newspaper De Volkskrant today: http://www.volkskrant.nl/vk/nl/2844/Archief/archief/article/detail/3545786/2013/11/16/Prima-maar-dan-wel-wereldwijd-die-eis-stellen.dhtml (paywalled)

In English that reads (my translation) :

Elsevier, publishers of top journals such as The Lancet (charges non-suscribers often 37 euros per article):

"We support the goal of the government. That's why Elsevier offers Open Access publishing opportunities via 1600 of its journals. But it is important to remind people that the government finances research projects, but it does not cover the cost of value-adding acitivities involved in publishing in peer-reviewed journals (journals that have publications checked by peers before publishing - ED.). Organising a sustainable model for financing Open Access can be done, but it crucially requires tight cooperation between government, scientific institutions and publishers".
