Are these examples of conflicting license statements, i.e. does the "All rights reserved" conflict with the CC licenses?

If you're referring to the presence of the CC mark in addition to the copyright notice below it, these are not contradictory. CC licenses operate on top of copyright, thus it is not inconsistent to list both of these.

I also see publishers that require authors to sign over copyright to the publisher but then license the articles with a CC BY license.
