On the first point here, it is Peter's choice to not use articles from the RSC for teaching. The licence certainly doesn't prevent it.
On the second, we don't charge for OA reuse. There's a link we need to remove (and a long story why it's not fixed yet) but we haven't taken anyone's money for this.
