I suggest this modification:

Universities will provide the full text of all their research publications,
in their institutional repositories no later than the end of 2014. Deposit
must be immediately upon acceptance for publication. Compliance should be
measured continuously. Embargoes on open access to the deposit are strongly
discouraged but will be tolerated for the time being: 6 months for
biological and medical research, 12 months for all other sciences, 24
months for humanities and fine arts. ARC should adopt the HEFCE/REF
proposal to require immediate deposit in the institutional repository in
order to be eligible for evaluation. Repositories should all implement the
email-eprint-request Button for embargoed deposits.
