Initial agreements:

-          - Members are countries, 8 initial countries (Argentina, Chile,
Ecuador, Peru, Brasil, Colombia, México, Venezuela)

-          - Regional harvester in RedCLARA <http://www.redclara.net/> will
harvest from national harvester of institutional repositories

-          - Contents: posprint peer-review articles + postgraduate theses
+ research reports (metadata must indicate if content has been
peer-reviewed)

-         -  Standards and tools for regional project: DRIVER + DSpace +
Qualified Dublin Core

-        -  Formal launching: Meeting of Ministers of Science and
Technology from Latin America, Buenos Aires, 26-27 November 2012
