[GOAL] Re: Licence of IEEE "Gold OA" papers?

The IEEE has published the HICSS proceedings (Hawaii International
Conference on Systems Science) going back to more than 25 years and they
are open access when you go to the link, it might be the computer society
part of IEEE.  It is considered a top notch converence in Computing
Applications and Information Systems.  There is no fee and no requirement
for membership to get any of the papers.  There is no fee unless it is paid
by the university of hawaii that runs the meeting.
