There is significant publisher investment often overlooked when publishing costs are mentioned in wooing individuals in academia and other research arenas to participate in publisher endeavors. What publishers' primary constituents--authors and editors and researchers (and yes readers) ---want and need in the way of recognition are drivers of publisher behavior.
Publisher policies on Green OA and its permutations (embargoed, on request only, etc.) are means to the end of keeping authors and editors submitting and editing and readers reading, of providing another avenue for promoting awareness-its free advertising for journals from one perspective.
Green OA it seems to me is a business decision that can enhance publisher viability in the marketplace of ideas.
Publishers who don't support Green OA may be harming themselves and actually weakening the long term value of their brand in today's environment.
