This was actually part of a larger series because Neelie Kroes also spoke about this topic with Professors G?nter Stock (of ALLEA) and Robbert Dijkgraaf (then of KNAW, now of Princeton).
Links to all three conversations, plus to a 6-minute compilation, were published today on the occasion of the Commission's adoption of its Recommendation to EU Member States on access to and preservation of scientific information, and its Communication on the same topic which explains the future OA policy the Commission will apply in its role as a research funder (documents available at http://ec.europa.eu/research/science-society/index.cfm?fuseaction=public.topic&id=1301&lang=1).
You find the links to all four videos on a blog post Neelie Kroes did today: http://blogs.ec.europa.eu/neelie-kroes/open-science/
Best regards,
Carl-Christian Buhr.
European Commission
