Michael Carroll has brought up some good questions about the details.  
I'd like to check the details, too, but can't find them.. Is there a  
URL for the announcement and preferably links to details? I can't see  
one this morning on the Taylor & Francis website:

Jennifer - I would also be very interested in hearing how this  
announcement impacts the other "brands" of T&F's parent company,  
informa.plc.

One specific question is about how this new program will intersect  
with informa.plc's commercial document delivery services (sales of  
articles, reprints, etc.), and also sub-licensing of the same.

For the benefit of list members who may be less familiar with the  
larger company that owns Taylor & Francis and its business operations,  
here are two examples of these services.

informa healthcare - e.g. - "purchase online journal content by  
article", at: http://informahealthcare.com/

Reprint (reseller) adds informa healthcare titles to document delivery  
service:  "January 5, 2010-Reprints Desk, Inc.(r), the content  
workflowcompany, today announced an agreement with Informa plc  
(INF.LN) that enables the companyto deliver individual Informa  
articles in PDF and paper format from more than 1,000 peer-reviewed  
scholarly journals. The agreement with Informa Healthcare and Life  
Sciences titles,along with previously signed agreement with Taylor &  
Francis, means that Reprints Desk now has formal agreements with the  
world's five largest commercial publishers of peer-reviewed  
scientific, technical, and medical (STM) journals".
