Based on a survey and report on OA in Latin America and the
Caribbean<http://www.unesco.org/new/en/communication-and-information/portals-and-platforms/goap/access-by-region/latin-america-and-the-caribbean/>I
have prepared this year for the
UNESCO-GOAP Global Open Access
Portal<http://www.unesco.org/new/en/communication-and-information/portals-and-platforms/goap/access-by-region/latin-america-and-the-caribbean/>,
I would mention as 2011 promising OA strategies in our region, the
following: 1) OA bill introduced in Congress in
Argentina<http://www.unlp.edu.ar/uploads/docs/con_sup_junio_2011anteproyecto_de_ley_de_repositorios.pdf>and
in Brazil <http://kuramoto.files.wordpress.com/2011/07/pls387_2011.pdf>(reintroduced),
still in debate in both cases, requiring the creation of
institutional repositories and mandating deposit of publicly funded
research results; 2) consolidation of a model of gold OA journals at no
cost for authors and for end users, supported by research funds as the
previous printed version, and gathered in OA journal portals as
SciELO<http://www.scielo.org/php/index.php?lang=en>(907 journals) and
Redalyc <http://www.redalyc.org/> (758 journals) that charge no costs to
provide support and indicators for journal editors and funding agencies;
and 3) a regional cooperation initiative among institutional repositories
<http://www.redclara.net/index.php?option=com_content&view=article&id=533&Itemid=504&lang=en>that
now requires, for countries who want to participate, the creation of
national institutional repositories systems, thus promoting networking,
coordination and interoperability at national level.
